How to Compare Service Charges Between Dubai Buildings

What Dubai service charges include

Service charges are recurring ownership costs for operating, managing, maintaining and repairing the common parts of a jointly owned property. They may cover security, cleaning, maintenance contracts, common-area utilities, insurance, management expenses, master-community charges and reserve-fund contributions. They are separate from the purchase price and can materially change the true annual cost of owning an apartment.

Dubai Land Department explains that approved service charges can differ from one project to another because buildings do not have identical facilities, common areas, operating requirements or numbers of units. The right comparison is therefore building against building and year against year, not one general average for an entire district.

Check the approved figure before comparing

Start with the official DLD Service Charge Index, available through the DLD website, Mollak system and Dubai REST application. Search by project, use and year to view the approved charge. Do not rely only on a portal advertisement, an old invoice or a verbal estimate from an agent or owner.

Use the same basis for every building. Confirm whether the quoted amount is per square foot, which area is used in the calculation, which budget year applies, and whether any separate cooling, utility, usage or master-community cost exists. Also ask for the latest statement so that approved annual charges are not confused with arrears or a seller’s unpaid balance.

Compare total ownership cost, not one rate

Multiply the approved rate by the applicable unit area, then add other recurring costs that may sit outside the headline service-charge figure. When comparing apartments in Business Bay, examine building facilities, parking, cooling structure, maintenance standard, reserve-fund position and the quality of management alongside the annual amount.

A lower charge is not automatically better. A well-run building with sensible costs, maintained common areas and reliable systems may protect tenant demand and resale confidence better than a cheaper building with weak maintenance. On the other hand, expensive facilities that do not improve rent or resale appeal can reduce the owner’s net return.

  • Management quality and maintenance can influence rent and resale demand.

Service-charge comparison checklist

Before making an offer, collect the approved annual charge for the same year, the calculation basis, the latest owner statement, any outstanding balance, cooling and utility arrangements, reserve-fund information and evidence of building maintenance. Compare at least two or three genuinely similar buildings and calculate both annual cost and expected net income.
